1.Cheap labour does not produce cheap buildings !
2.A highly skilled labour force of coherent teams produces better value for money (ie. Competitive)
3.It is better to «  qualify the actors »  rather than to « control construction activities »
4.Modified contractual and liability insurance arrangements must increasingly promote innovative solutions by contractors
